His latest, Rookery (2519 Pennsylvania Ave., NW), invites men only to join, so starlets had better hold tight to a member such as Winston Lord, Tripp Donnelly or John Cecchi. To meet up with the likes of Roby Penn and Ray Regan at the new L2 (Cady’s Alley, NW), you must first endure an extensive application process and then pay a stiff fee that numbers in the tens of thousands—the actual price is tantamount to a state secret. That said, access to the sleek and chic interiors and A-list crowd makes the fee seem nearly free. For a sample before you splurge, stop by after 11PM to see if you’re granted entrée to take a peek. For a more traditional sign-up spot, the Georgetown set turns to City Tavern Club (3206 M St., NW). Fletcher Gill and Katherine Kennedy keep the town’s most charitable flocking to fund-raisers at this M Street spot where Luke’s Wings, this scene’s new favorite organization that supports soldiers’ families, took off. At Rookery, BYTs toast the host of DC’s most private party. THE SCENE: NET WORKING IT If Latenightshots.com is the bite-sized bible of the District’s young society, Reed Landry is its ringleader. So successful is Landry’s invite-only social networking site, he was tapped by the notable TV crew PB&J to help create a reality show that will likely feature DC dusk bunnies making their rounds from The Park at Fourteenth (920 14th St., NW) to their Sex- &-The-City-style post-game wrap at Peacock Cafe (3251 Prospect St., NW) the next day.
